Rockdale County Recycling Center Transitions to Annual Hangtag System

ROCKDALE COUNTY, Ga. – Rockdale County announces significant changes to the Recycling Center’s fee structure, transitioning from a pay-per-item model to an annual hangtag system beginning December 1, 2025.

Starting February 1, 2026, all visitors to the Rockdale County Recycling Center will be required to display a valid annual hangtag for access. The new system offers hangtags at $150 per year for county residents, with a discounted rate of $100 per year for citizens aged 60 and older.

“This transition will eliminate the long lines that often back up onto Sigman Road and streamline the entire drop-off process,” said Andrew Hammer, Director of General Services. “Residents will no longer need to stop and count items or wait to pay per load. The hangtag system provides unlimited year-round access while creating a more efficient, cashless operation that also addresses the rising costs of maintaining the facility.”

The changes are driven by traffic backups on Sigman Road, wanting to move towards cashless transactions, and rising overall costs.

Key Details:

  • Annual hangtags available for purchase starting December 1, 2025
  • Standard rate: $150 per year
  • Senior rate (60+): $100 per year
  • Hangtag system becomes mandatory February 1, 2026
  • Pay-per-item system will be discontinued after January 31, 2026
  • Hangtags renew on February 1, 2027
  • Recyclable items such as plastic, glass, tires, and aluminum cans remain free to drop off with no hangtag required

Residents are encouraged to purchase their hangtags early. If you buy it on December 1st, 2025, the tag will not expire until February 1st of 2027. Hangtags will be available for purchase at the Rockdale County Recycling Center during regular business hours.

Chair Van Ness will also be hosting TWO one-hour listening sessions on this issue. The first will be via Zoom from 12 pm to 1 pm on Tuesday, December 2nd.
