What is a Unified Development Ordinance (UDO)?

A UDO combines zoning, subdivision, sign codes and environmental protection regulations into a single, streamlined document. It guides how land can be developed and used in Rockdale County.

What is zoning?

Zoning is how the County regulates land use to protect health, safety, and property values. It determines what can be built, where, and how land is used—whether residential, commercial, industrial, or open space.
